Background of the Study
National identity systems are critical for ensuring the efficient delivery of public services and protecting citizens’ rights. In Nigeria, the National Identity Management Commission (NIMC) is responsible for maintaining the national identity database, which contains sensitive personal information. However, the increasing frequency of cyber-attacks and data breaches raises concerns about the security of national identity data.
Quantum cryptography offers a more robust solution to the challenges of securing sensitive data, as it utilizes the principles of quantum mechanics to enable encryption techniques that are theoretically unbreakable by classical computers. By implementing quantum key distribution (QKD) and other quantum cryptographic protocols, NIMC could ensure the safety of citizens’ personal data, even in the face of emerging quantum-enabled threats. This study will focus on the implementation of quantum cryptographic techniques for securing national identity data at the National Identity Management Commission.
Statement of the Problem
The security of national identity data in Nigeria remains a significant challenge, with concerns over the vulnerability of traditional encryption methods to advanced cyber-attacks. The National Identity Management Commission faces the risk of data breaches that could compromise citizens’ privacy and security. Current cryptographic techniques, while useful, may not provide sufficient protection against the emerging threats posed by quantum computing. This study seeks to investigate the application of quantum cryptography for securing the national identity database and protecting sensitive information from cyber threats.

To evaluate the effectiveness of quantum cryptographic techniques in securing national identity data at NIMC.
To investigate the feasibility of integrating quantum cryptography into the existing security infrastructure at NIMC.

Significance of the Study
This study is significant because it provides a framework for enhancing the security of national identity data in Nigeria using quantum cryptography. By implementing advanced cryptographic protocols, NIMC can safeguard sensitive citizen information from cyber-attacks, ensuring greater trust in the national identity system and protecting citizens' privacy.
Scope and Limitations of the Study
This study will focus on the implementation of quantum cryptographic techniques at the National Identity Management Commission in Abuja. Limitations include the challenges of integrating new cryptographic technologies into existing security systems and the limited infrastructure for quantum computing in Nigeria.
